CNN —For more than two weeks, a cyberattack has disrupted business at health care providers across the United States, forcing small clinics to scramble to stay in business and exposing the fragility of the billing system that underpins American health care. It prevented some insurance payments on prescription drugs from processing, leaving many care providers effectively footing the bill without reimbursement. Health care groups have pleaded with the Department of Health and Human Services (HHS) to offer medical practices a financial lifeline. A week ago, Change Healthcare announced plans for a temporary loan program to get money flowing to health care providers affected by the outage. Tyler Mason, a spokesperson for Change Healthcare, declined to comment when asked if the company had paid off the hackers.

The FBI claims North Korea-linked hackers were behind a $100 million crypto heist on the so-called Horizon bridge in 2022. North Korea-linked hackers attacked a record number of crypto platforms in 2023, according to Chainalysis in its latest report on Wednesday. Data collected from 2016 to 2023 showed that North Korea hacked 20 crypto platforms last year — the highest level recorded in that time period, according to the blockchain analytics firm. North Korea-affiliated hackers stole slightly over $1 billion worth of crypto assets last year, which was lower than the record $1.7 billion stolen by North Korea-affiliated hackers in 2022. Another report by blockchain intelligence firm TRM Labs said hackers tied to North Korea stole at least $600 million in crypto in 2023.

Washington CNN —The US Treasury Department on Wednesday sanctioned a cryptocurrency service accused of helping launder millions of dollars for the North Korean regime. The FBI and European law enforcement agencies have also seized the website of the crypto service, known as Sinbad, according to a notice that appeared on the website Wednesday. Analysts say North Korea has leaned heavily on mixers to move money amid greater scrutiny from law enforcement agencies from the US, South Korea and elsewhere. The North Korean regime has also used thousands of IT workers working overseas, sometimes posing as other foreign nationals, to quietly raise revenue, according to US officials and North Korea experts. “The laundering tactics of North Korean cyber criminals continued to evolve,” Nick Carlsen, who was an FBI intelligence analyst focused on North Korea until 2021, told CNN.

Israeli police said in an Oct. 10 statement that it had frozen several crypto accounts that were used to solicit donations for Hamas. Reuters reported in May that Israel had seized around 190 crypto accounts at crypto exchange Binance since 2021, including dozens it said were owned by Palestinian firms connected to Hamas. Hamas uses a global financing network to funnel support from charities and friendly nations, including by using cryptocurrencies, Reuters reported on Monday. The lawmakers requested that the Biden administration provide estimates on the value of crypto assets that remain in Hamas-controlled wallets, how much of Hamas’ operations are funded through crypto, and any information it has on the actors facilitating the sending of crypto to and from Hamas and other militant groups. Tether said that it is committed to "working closely" with law enforcement agencies globally "to combat cryptocurrency-funded terrorism and warfare." Crypto has been widely used in Ukraine since Russia's invasion last year, with Kyiv raising over $100 million in crypto after appealing for donations. Pro-Russian groups have used crypto for funding in eastern Ukraine, blockchain researcher Chainalysis said last year.

"This is the single largest policy that can be approved from one insurance company," Evertas chief executive officer J. Gdanski told Reuters. The $420 million coverage applies to crime-related policies involving the theft of private keys - or codes used to authorize transactions or prove ownership - held by a custodian. The previous single policy limit for Evertas was $5 million. Being a coverholder gave Evertas the authority to write crypto insurance on behalf of Arch, one of Lloyd's syndicate members, part of a group of insurance entities that band together to provide coverage for large risks. The London insurer has also authorized Evertas to provide insurance on crypto mining hardware of up to $200 million, also the largest single policy coverage, Gdanski said.

The US Treasury just made its strongest indication that a central bank digital currency is on the table. A US digital dollar, Liang said, would be legal tender and users could convert it one-for-one with other forms of central bank assets, like paper money or reserves. Redbord also believes the US must carefully evaluate the space, given that China is embarking on a similar digital currency program that's aimed at competing with the dollar. In her Wednesday speech, Liang differentiated between wholesale and retail digital dollars. The upside for a retail CBDC, meanwhile, comes from access, rather than technology, but could also destabilize private sector lending during times of duress, she added.
The U.S. has arrested a Russian national and founder of a cryptocurrency exchange on charges of allegedly laundering more than $700 million, the Department of Justice said Wednesday. Anatoly Legkodymov, the founder of Bitzlato, a Hong Kong-registered cryptocurrency exchange that touted its lax approach to verifying customers’ identity, was arrested in Miami Tuesday night. The Treasury Department also declared Bitzlato a “Primary Money Laundering Concern,” an extreme measure rarely used against financial institutions. “If the U.S. Treasury Department designates a financial institution as a ‘Primary Money Laundering Concern,’ the goal is to isolate them,” Redbord said. “Being cut off from the U.S. financial system, not being able to transact in U.S. dollars, is essentially a death sentence.”

She added that the number of people working on child safety had not changed since the acquisition, and that the product manager for the team was still there. On child safety, for instance, Irwin said Twitter had shifted toward automatically taking down tweets reported by trusted figures with a track record of accurately flagging harmful posts. In the interview on Thursday, Irwin said Twitter took down about 44,000 accounts involved in child safety violations, in collaboration with cybersecurity group Ghost Data.
Billionaire investor Bill Ackman said "crypto is here to stay," in a Tweet thread published Sunday. Calling himself an initial crypto skeptic, Ackman said he is a small investor in a "hobbyist" capacity. He outlines his crypto observations following the dramatic collapse of crypto exchange FTX. "As such, I was initially a crypto skeptic, but after studying some of the more interesting crypto projects, I have come to believe that crypto can enable the formation of useful businesses and technologies that heretofore could not be created." The world's once third-largest crypto exchange founded by Sam Bankman-Friend is seeking bankruptcy protection in the US and could leave up to 1 million creditors exposed to losses.
